French military in Mali admits car-bomb blast in Kidal : Voice of Russia

The admission came in a statement by a spokesman for the army command.

The suicide bomber set off his car bomb outside a checkpoint in the eastern part of the city, which is controlled by Touareg rebels of the National Movement for the Liberation of Azawad, who said they wanted to help the French in fighting Islamists in Mali.

According to Movement officials, at least four people died in the blast. Earlier, the French military command told the news media the explosion was planned explosive ordnance disposal.

Tel Aviv University researcher finds that children with learning disabilities develop less secure attachments with mothers and teachers

Tel Aviv In addition to struggling in school, many learning disabled children are known to face social and emotional challenges including depression, anxiety, and isolation. Often beginning early in childhood, they become more pronounced during adolescence, an emotionally turbulent time.

For these youngsters, more positive relationships with the significant adults in their lives including parents and teachers can improve learning and "socioemotional" experiences, says Dr. Michal Al-Yagon of Tel Aviv University's Jaime and Joan Constantiner School of Education. In a recent study published in the Journal of Youth and Adolescence, she reported that teens with learning disabilities were less likely to have secure attachment relationships to their mothers and teachers compared to peers without learning disabilities.

The absence of such close and supportive relationships had an adverse effect on the teens' social and emotional functioning, contributing to behavioral problems including isolation, depression, and aggression. "We found that more secure child-adult attachments may act as a protective factor during this developmental period, whereas insecure attachments are a risk factor" for social and emotional issues, Dr. Al-Yagon says.

These results could help researchers design more effective interventions for children and adolescents with learning disabilities. Helping to strengthen their relationships with parents and teachers may decrease their emotional and behavioral problems.

The power of attachment

Attachment theory, which describes long-term relationship dynamics, seeks to explain how parental involvement, availability, and support can shape a child's social and emotional development. Insecure attachments are damaging to a child, hindering future relationships with peers, romantic partners, and family members.

For this study, Dr. Al-Yagon measured the socioemotional state and the security of attachments to parents and teachers for 181 adolescents with learning disabilities and 188 with typical development, all between the ages of 15-17. Participants completed a series of questionnaires regarding their attachment to their mother and father, perceived teacher availability and rejection, loneliness, experience of positive and negative emotions and behavioral problems.

Adolescents with learning disabilities were discovered to have less secure attachments with significant adult figures compared to their non-disabled peers, which had a direct impact on their socioemotional state. Within the disabled group, those who had more secure attachments to their mother and father, or who considered their teacher caring and available, exhibited fewer negative emotions, feelings of loneliness, and behavior problems all of which can interfere with learning.

Building closer relationships

These findings can help guide clinicians in developing effective treatment strategies, says Dr. Al-Yagon. Examples include family intervention techniques that focus on creating more secure attachments between parents and children, or school workshops to help teachers understand the needs of their learning disabled students and make more of an effort to include them in classroom activities.

While social, emotional, and behavioral difficulties cannot be entirely avoided, Dr. Al-Yagon believes that a little effort, care, and attention can go a long way toward helping learning disabled children and teens feel happier and more secure. "Parents and teachers should be aware not just of academic difficulties, but also of socioemotional difficulties and work to treat them. They should not avoid or ignore issues such as depression or aggression, which are another dimension of the original problem," she advises.

The End Is Not the End | Christianity Today

Editor's note: Former Surgeon General C. Everett Koop?known for his medical advocacy and his evangelical Christian faith?died today at age 96.

My mother was 87 when she died of uterine cancer. She was in a coma, during which people actually asked me if I wanted to put her on dialysis. That would have been ridiculous for personal, spiritual, and economic reasons.

I do not believe?and have never taught?that every patient should be kept alive for the longest time possible. Nor have I said every patient has to have the last bit of high-tech heroic treatment available. I do believe in the right of the patient to say, "I have lived my life," and to choose his or her own treatment. But that question becomes complicated when we consider the decisions people make for others who are not cognitive and have not made their final wishes known.

Right now, I am 70 years old and in excellent health. If my kidneys shut down tomorrow, let's say, after a severe infection, I don't know how long I would want to be on dialysis. It would be foolish and a waste of resources for me to have a kidney transplant at my age. I would probably opt to clean up my affairs, say goodbye to my family, and drift out in uremia.

The important point is that my wife and I know exactly how each of us feels about the end of life. This will be crucial if the time comes to make such a decision and I'm not then able to do so.

Of course, all such talk has different connotations for the Christian than for the non-Christian. My wife knows I do not believe in being ushered out of this life with a lethal injection. I want to hang around long enough to be sure my family is taken care of. But after that, I don't want my life prolonged in great discomfort when it is fruitless.

I don't look forward to the manner in which I am going to die. But I do not fear death. Indeed, the way in which we face death is a matter of faith. For the Christian, it is not the end.

You aren?t the first person to be in the hole to the IRS and you won?t be the last, so relax. The IRS only aggressively pursues people who are actively avoiding paying them back.

Unless you?re one of those people, you have nothing to worry about.

File on Time

If you fail to file on time, you?re just going to end up owing more in penalties, fees and interest than you would otherwise.

It?s a bit like going to the doctor when you?re sick: The visit to the doctor isn?t what makes you ill and filing your taxes isn?t what creates the debt. File on time to avoid making your debt load to the IRS even larger.

Pay What You Can

You might not be able to pay everything right now, but you should pay what you can when you file.

Not only is this a good faith gesture to the IRS, it will begin the process of moving your debt load down.

Trying to Make a Deal

Making a deal with the IRS isn?t the easiest thing in the world, but it is possible. You begin the process of making a deal by filing a Form 656, Offer in Compromise.

This is for people who will have a serious economic hardship paying their back taxes to the IRS.

While you might not think you fall under that category, there?s no harm in trying ? it certainly isn?t going to increase your debt load, nor will the process trigger an audit.

Keep Your Installment Payments

It?s important to pay your installment payments on time. To not do so is to violate your agreement with the IRS.

If you default on your payments, they can come after you for the full amount and increase the penalties and interest on the amount that you owe.

If you find that you can?t make the installment payments as agreed, call the IRS. There are a number of options they can offer, such as a reduced installment payment or a compromise offer.

To simply stop making payments without communication is one of the worst things you can do.

Talk to an Advocate

You don?t need to hire an expensive lawyer to help you resolve your problems with the IRS.

The Taxpayer Advocate Service is an independent organization that exists to help taxpayers looking for proactive solutions to their repayment problems.

You can contact the TAS through a toll-free number. They?ll take a look at your case and advise you as to whether or not they can be of assistance.

Hire a Lawyer

When you?ve done all you can and you?re still unable to pay off your debts to the IRS, it?s time to consider professional help. This is generally for people who have very large amounts of debt and need to do something to lower the amount.

A tax lawyer or CPA has more experience going up against the IRS in his little finger than you do in your whole body. It might cost a bit of change up front, but when you?ve tried everything else, this is your only option.

But Remember ? Don?t Panic

We?ve discussed the most common ways that IRS debt gets resolved, as well as the absolute worst. Chances are good that yours is going to be closer to common and benign, than nightmarish and Byzantine.

Remember what we said at the beginning: IRS customer service agents are very helpful and generally willing to work with people making a good faith effort to repay their debts.

Jose Aldo-Anthony Pettis featherweight championship fight back on

Over the weekend, UFC president Dana White said featherweight champion Jose Aldo was refusing to take a fight with Anthony Pettis, the lightweight who was scheduled to fight Aldo in August. As Kevin Iole wrote, Aldo told White he didn't think Pettis had earned the title shot.

The fight is back on. Andre Pederneias, Aldo's manager, told SporTV in Brazil (with translation from our friends at Yahoo! Brazil) that Aldo will take the fight, with one condition:

?I had a meeting today (Monday) with Jos? Aldo, who said: ?I?m going to end with this clownery. People are saying that I?m running, so they are going to see who will run from who when the time comes. If you enjoy a brawl, you can buy the pay-per-view on August 3 and that's what you are going to watch because heads will roll?. At that moment I called Dana White to agree with the fight, but on one condition: after that fight, the winner gets a title shot at [lightweight]?.

White confirmed that the fight is on.

ESPN is reporting that Aldo will get his wish, and that if he beats Pettis on Aug. 3, he will get a shot at the UFC lightweight belt. Benson Henderson is currently the title holder, and will fight Gilbert Melendez in April.

This means the UFC lightweight belt has a clear path for 2013. Pettis was supposed to be the next lightweight contender, but pushed for the Aldo fight because he didn't want to wait until the Henderson and Melendez fight was over.

Field Trip adds more sources, lets you 'snooze' notifications

Field Trip

Google's Field Trip app may not be at the front of everyone's mind, but it's still being developed and improved. The latest update has added several new sources of information and added a new way to dismiss and snooze notifications that appear. You will now see more content from Art Nerd New York, Cultureist, Mad Girl Eats, Weekend Sherpa, Wilderness Press and more when searching for local info. There has also been a pretty big overhaul of the notification system of Field Trip. One of the complaints early on was Field Trip being a little too notification happy -- turning on your screen, talking and vibrating too often -- which made many people turn it off or uninstall it completely.

When you receive a notification on the lockscreen now, you'll have options similar to an alarm: swipe right to unlock, up to "snooze" (and not receive notifications for the rest of the day), and left to dismiss. There are also more configuration options for how you would like to be notified, letting you receive regular status bar notifications and keep Field Trip from waking the screen when they arrive.

There are a lot of major usability improvements in this update, so you may want to give it another try if the early issues pushed you away before. You can grab a download at the Play Store link above.

When considering Vietnamese food in San Diego, East County is probably the last area that comes to mind. Those of us who call the area home must typically venture out into the rest of civilization and are often at a disadvantage when it comes to great local restaurants. Fortunately, there is an oasis for pho lovers among the paved desert known as Santee.

Last May marked the grand opening of a third Ph? Ca Dao, conveniently located between Highway 125 and Intersection-8 on Mission Gorge Road. Taking the place of two previously failed restaurants, the casual atmosphere and quick service of the new Vietnamese addition already shows great promise for success. Since its opening, my food partner-in-crime and I have frequented this location while on a quest for a good bowl of pho and, so far, we?ve always found what we?re looking for.

A subtle elegance greets you upon entering the cozy dining area. The d?cor blends traditional taste with a somewhat-modern flare, creating a comfortable environment that invites you to stay. A majority of the times I have gone in for either lunch or dinner, the restaurant was appropriately busy, but there was never a long wait to be seated. For those short on time, Ph? Ca Dao also offers takeout options complete with all of the fixings of a dine-in meal.

Once seated, I always begin the process of salivating in anticipation of the meal to come. Fortunately, it never takes long to order, despite the many tantalizing choices gracing the menu?s pages. Pho is usually my go-to choice, but sometimes I like to be adventurous and order from the entree section. Either way the noodle boils, I am never disappointed.

If you?re in the mood for an appetizer, I would be doing you a disservice if I didn?t suggest the fresh spring rolls. A healthier cousin to the egg roll, these tasty bites had crisp ingredients wrapped tightly in a neat, rice-paper package. Depending on your tastes, the spring rolls come in a variety of meats including pork, beef and shrimp. Each dish is complete with a delectable fish sauce for dipping. Thanks to the generous portion sizes, the spring rolls are a perfect dish to split between two people.

Because the service is so quick, I always seem to be shoving my food into my mouth by the time the waiter arrives with our main course. If you?ve never experienced pho before, the point is to customize your dish with the different ingredients given on the side. Sprigs of fresh basil, sliced jalape?os, bean sprouts and lime are offered to personalize your fabulous entr?e.

The broth base is typically the same for each dish, but Ph? Ca Dao offers a wide variety of meats to select from. Sliced rare steak, tripe and brisket are among the most popular. Vegetarians have the option of fried or regular tofu, and a side dish of cooked vegetables is available upon request (my personal favorite). Pho wouldn?t be complete without hoisin sauce or Sriracha, both of which add a nice depth of flavor.

One of the best aspects of this restaurant is the friendly service we continuously receive when we go. There is always someone to greet us as soon as we walk in, and while their English may not always be perfect, the food is always authentic. Servers are always very attentive to guests? specific needs or requests. The service is fantastic, whether you decide to dine in or take your meal to go. The nature of the service industry makes courtesy and customer satisfaction a major requirement for success, and it?s clear Ph? Ca Dao employees take great pride in this area.

With great food, service and an inviting price point (two can easily enjoy a great meal for around $20, including appetizers), there is no better place for satisfying a Vietnamese craving in San Diego?s eeastern region. The next time you find yourself in need of a food haven, skip the drive-thru and head to Ph? Ca Dao on Mission Gorge Road.

Researchers discover protein that may control the spread of cancer

Researchers at the University of Hawai'i Cancer Center have uncovered a novel mechanism that may lead to more selective ways to stop cancer cells from spreading. Associate Professor Joe W. Ramos PhD, a cancer biologist at the UH Cancer Center and his team have identified the role of the protein RSK2 in cancer cell migration, part of the process of cancer metastasis.

Cancer becomes metastatic when cells break away from the primary tumor and spread to other parts of the body. Metastatic cancer is much more difficult to treat and patients with metastatic cancer have a generally worse prognosis. "The cancers that kill are those that spread to other parts of the body or disseminate within the organ," said Ramos. "If we could keep cancer cells confined to the primary tumor mass, we could remove it with less risk of metastasis and later recurrence."

The Ramos team reports that RSK2 significantly increases cell migration in part by reducing integrin activation. Integrins play an important role in cell adhesion to their surrounding tissue and the migration of tumor cells to new locations in the body. RSK is active in both breast and prostate tumors, and promotes proliferation in these cells. It can also promote cell invasion and metastasis in head and neck cancers in addition to lung cancer and neuroblastoma.

"We focused on understanding the process of cell adhesion," said Ramos. "Integrins help the cell move by grabbing onto proteins and cells in their surroundings, pulling, then releasing and grabbing on again. Blocking a cancer cell's ability to adhere and move can control further dissemination of some metastasis. There are drugs that kill cancer cells and there are drugs that stop the division of cancer cells, but there are far fewer drugs that specifically stop the movement of cancer cells. Our work suggests that drugs that interfere with RSKs may help control or prevent metastasis."

Long-term use of medication does not improve symptoms for heart failure patients

Feb. 26, 2013 ? Among patients with heart failure with preserved ejection fraction, long-term treatment with the medication spironolactone improved left ventricular diastolic function but did not affect maximal exercise capacity, patient symptoms, or quality of life, according to a study appearing in the February 27 issue of JAMA.

"Heart failure (HF) with preserved ejection fraction [EF; the percentage of blood that is pumped out of a filled ventricle as a result of a heartbeat is 50 percent or greater] accounts for more than 50 percent of the total HF population," according to background information in the article. There is not an established therapy for this condition, and aldosterone (a hormone) stimulation may contribute to its progression.

Frank Edelmann, M.D., of the University of Gottingen, Germany, and colleagues conducted a study to examine the long-term effects of spironolactone, an aldosterone receptor blocker, on diastolic function and exercise capacity in patients with HF with preserved EF. The Aldo-DHF trial, a randomized, placebo-controlled trial, was conducted between March 2007 and April 2012 at 10 sites in Germany and Austria. The study included 422 patients (average age, 67 years) with chronic New York Heart Association class II or III heart failure, preserved left ventricular ejection fraction of 50 percent or greater, and evidence of diastolic dysfunction. Patients were randomly assigned to receive 25 mg of spironolactone once daily (n = 213) or matching placebo (n = 209) with 12 months of follow-up. The primary outcomes measured were changes in diastolic function (E/e') on echocardiography and maximal exercise capacity (peak VO2) on cardiopulmonary exercise testing.

The researchers found that spironolactone improved some measures (left ventricular end-diastolic filling, left ventricular remodeling, and neurohumoral activation). Maximal exercise capacity did not significantly change with spironolactone vs. placebo, and spironolactone did not improve heart failure symptoms or quality of life and slightly reduced 6-minute walking distance. "Spironolactone also modestly increased serum potassium levels and decreased estimated glomerular filtration rate without affecting hospitalizations."

The authors conclude that the "lack of accepted minimal clinically important differences in E/e' or peak VO2 in HF with preserved EF warrants additional prospective, randomized, adequately powered studies to further evaluate the effect of improving diastolic function on symptomatic, functional, and clinical end points."

"Ultimately, Aldo-DHF trial provides valuable new information but is not particularly reassuring in terms of either the efficacy or safety of mineralocorticoid antagonists (MRAs) for patients with heart failure with preserved ejection fraction (HFpEF),"writes John G. F. Cleland, M.D., Ph.D., F.R.C.P., and Pierpaolo Pellicori, M.D., of the University of Hull, Kingston-upon-Hull, England, in an accompanying editorial.

"In the meantime, MRAs appear useful for managing congestion and preventing diuretic-induced hypokalemia [abnormally low level of potassium in the circulating blood] with the attendant risk of sudden arrhythmic death. It is likely that these benefits are independent of cardiac phenotype but might be more prominent in those with impaired aldosterone degradation due to hepatic congestion. Whether MRAs exert important benefits for patients with HFpEF through other mechanisms such as reducing fibrosis, inflammation, and adrenergic activity may take longer to unravel."

NASA's Curiosity Rover Eats 1st Mars Rock Sample

NASA's Mars rover Curiosity has consumed its first samples from inside a Martian rock in order to analyze the chemistry and mineralogy of the Red Planet.

The Curiosity rover deposited the powder-like samples, drilled from the interior of the Mars rock "John Klein," into two onboard laboratories so they could be studied in detail, rover mission scientists said in a statement Monday (Feb. 25).

Curiosity's first Mars rock samples were placed inside the Chemistry and Mineralogy (or CheMin) instrument, as well as the rover's Sample Analysis at Mars instrument during a two-day operation on Friday and Saturday (Feb. 22 and 23).

"Data from the instruments have confirmed the deliveries," said Curiosity Mission Manager Jennifer Trosper of NASA's Jet Propulsion Laboratory (JPL), Pasadena, Calif.

The small Mars laboratories are built into the body of the car-size Curiosity rover. They are two of 10 instruments built to determine if Mars is now, or ever has been, capable of supporting microbial life.

Curiosity used a percussive drill mounted on its robotic arm to dig into the Mars rock John Klein on Feb. 8, revealing a surprisingly gray-colored interior of the rock. The discovery is intriguing to Mars scientists because it suggests that the rusty reddish-orange color of Mars is only skin deep.

The gray-colored rock powder "may preserve some indication of what iron was doing in these samples without the effect of some later oxidative process that would've rusted the rocks into this orange color that is sort of typical of Mars," Joel Hurowitz, sampling system scientist for Curiosity at JPL, told reporters on Wednesday (Feb. 20).

NASA's $2.5 billion Mars rover Curiosity landed on the Red Planet on Aug. 5 to begin a two-year primary mission to study its landing site, the vast Gale Crater. The rover is currently studying the John Klein rock target as a pit stop on the way to a destination called Glenelg, which is near the base of a mountain that rises up 3 miles (5 kilometers) from the center of Gale Crater.

PYONGYANG, North Korea (AP) ? Former NBA star Dennis Rodman brought his basketball skills and flamboyant style ? tattoos, nose studs and all ? to the country with possibly the world's strictest dress code: North Korea.

Arriving in Pyongyang, the American athlete and showman known as "The Worm" became an unlikely ambassador for sports diplomacy at a time of heightened tensions between the U.S. and North Korea. Or maybe not so unlikely: Young leader Kim Jong Un is said to have been a fan of the Chicago Bulls in the 1990s, when Rodman won three championships with the club.

Rodman is joining three members of the Harlem Globetrotters basketball team and a VICE correspondent for a news show on North Korea that will air on HBO later this year, VICE producers told The Associated Press in an exclusive interview before they landed.

"It's my first time, I think it's most of these guys' first time here, so hopefully everything's going to be OK , and hoping the kids have a good time for the game," Rodman told reporters after arriving in North Korea on Tuesday.

Rodman and VICE's producers said the Americans hope to engage in a little "basketball diplomacy" by running a basketball camp for children and playing with North Korea's top basketball stars.

"Is sending the Harlem Globetrotters and Dennis Rodman to the DPRK strange? In a word, yes," said Shane Smith, the VICE founder who is host of the upcoming series, referring to North Korea by the initials of its formal name, the Democratic People's Republic of Korea. "But finding common ground on the basketball court is a beautiful thing."

The notoriously unpredictable and irrepressible Rodman might seem an odd fit for regimented North Korea, where men's fashion rarely ventures beyond military khaki and where growing facial hair is forbidden.

Shown a photo of a snarling Rodman, piercings dangling from his lower lip and two massive tattoos emblazoned on his chest, one North Korean in Pyongyang recoiled and said: "He looks like a monster!"

But Rodman is also a Hall of Fame basketball player and one of the best defenders and rebounders to ever play the game. During a storied, often controversial career, he won five NBA championships ? a feat appreciated even in North Korea.

Rodman, now 51, was low-key and soft-spoken in cobalt blue sweatpants and a Polo Ralph Lauren cap. There was a bit of flash: white-rimmed sunglasses and studs in his nose and lower lip. But he told AP he was there to teach basketball and talk to people, not to stir up trouble.

Showier were three Harlem Globetrotters dressed in fire-engine red. Rookie Moose Weekes flashed the crowd a huge smile as he made his way off the Air Koryo plane.

"We use the basketball as a tool to build cultural ties, build bridges among countries," said Buckets Blakes, a Globetrotters veteran. "We're all about happiness and joy and making people smile."

Rodman's trip is the second high-profile American visit this year to North Korea, a country that remains in a state of war with the U.S. It also comes two weeks after North Korea conducted an underground nuclear test in defiance of U.N. bans against atomic and missile activity.

Google's executive chairman, Eric Schmidt, made a surprise four-day trip in January to Pyongyang, where he met with officials and toured computer labs, just weeks after North Korea launched a satellite into space on the back of a long-range rocket.

Washington, Tokyo, Seoul and others consider both the rocket launch and the nuclear test provocative acts that threaten regional security.

North Korea characterizes the satellite launch as a peaceful bid to explore space, but says the nuclear test was meant as a deliberate warning to Washington. Pyongyang says it needs to build nuclear weapons to defend itself against the U.S., and is believed to be trying to build an atomic bomb small enough to mount on a missile capable of reaching the mainland U.S.

VICE, known for its sometimes irreverent journalism, has made two previous visits to North Korea, coming out with the "VICE Guide to North Korea." The HBO series, which will air weekly starting April 5, features documentary-style news reports from around the world.

The Americans also will visit North Korea's national monuments, the SEK animation studio and a new skate park in Pyongyang.

The U.S. State Department hasn't been contacted about travel to North Korea by this group, a senior administration official said, requesting anonymity to comment before any trip had been made public. The official said the department does not vet U.S. citizens' private travel to North Korea and urges U.S. citizens contemplating travel there to review a travel warning on its website.

In a now-defunct U.S.-North Korean agreement in which Washington had planned last year to give food aid to Pyongyang in exchange for nuclear concessions, Washington had said it was prepared to increase people-to-people exchanges with the North, including in the areas of culture, education and sports.

Promoting technology and sports are two major policy priorities of Kim Jong Un, who took power in December 2011 following the death of his father, Kim Jong Il.

Along with soccer, basketball is enormously popular in North Korea, where it's not uncommon to see basketball hoops set up in hotel parking lots or in schoolyards. It's a game that doesn't require much equipment or upkeep.

The U.S. remains Enemy No. 1 in North Korea, and North Koreans have limited exposure to American pop culture. But they know Michael Jordan, a former teammate of Rodman's when they both played for the Chicago Bulls in the 1990s.

During a historic visit to North Korea in 2000, then-U.S. Secretary of State Madeleine Albright presented Kim Jong Il, famously an NBA fan, with a basketball signed by Jordan that later went on display in the huge cave at Mount Myohyang that holds gifts to the leaders.

North Korea even had its own Jordan wannabe: Ri Myong Hun, a 7-foot-9 star player who is said to have renamed himself "Michael" after his favorite player and moved to Canada for a few years in the 1990s in hopes of making it into the NBA.

Even today, Jordan remains well-loved here. At the Mansudae Art Studio, which produces the country's top art, a portrait of Jordan spotted last week, complete with a replica of his signature and "NBA" painted in one corner, seemed an odd inclusion among the propaganda posters and celadon vases on display.

An informal poll of North Koreans revealed that "The Worm" isn't quite as much a household name in Pyongyang.

But Kim Jong Un was a basketball-crazy adolescent when Rodman was with the Bulls, and when the Harlem Globetrotters kept up a frenetic travel schedule worldwide.

In a memoir about his decade serving as Kim Jong Il's personal sushi chef, a man who goes by the pen name Kenji Fujimoto recalled that basketball was the young Kim Jong Un's biggest passion, and that the Chicago Bulls were his favorite.

Employers: Display updated FMLA poster by March 8 ? Business ...

It's time to replace that FMLA poster in your break room ... again.

By March 8, 2013, employers covered under the FMLA (those with 50 or more employees) must display the new version of the Employee Rights and Responsibilities Under the Family and Medical Leave Act poster.?

This most recent version of the one-page poster includes new changes to FMLA rights relating to military family leave and military caregiver leave. Plus, it includes technical changes for FMLA eligibility for airline flight crews and flight attendants.

Those changes were originally approved by Congress in 2008 and 2009. On Feb. 5, 2013?which was also the 20th anniversary of the signing of the FMLA law in 1993?the U.S. Department of Labor issued final regulations that implement and clarify the military and flight-crew changes. At the same time, the DOL published an updated version of the employer poster, a fact sheet on the amendments and a new Employee's Guide to Military Family Leave under FMLA.

The poster. All employers covered under the FMLA are required to display this poster, which explains employees' rights under the law and tells workers how to file a complaint. You must display the poster, the DOL says, in "a conspicuous place where employees and applicants for employment can see it." If your organization is covered by the law, a poster must be displayed at all locations, even if there are no eligible employees.

Plenty of HR and poster vendors will be happy to sell you copies of this new version. But be aware: You don?t need to spend a penny to comply with the law?s new posting requirement. You can download a free copy of the official approved version at the DOL's website: www.dol.gov/whd/regs/compliance/posters/fmla.htm.

The correct version of the updated poster includes this notation in the bottom right corner: "WHD Publication 1420, Revised February 2013."

Also, you don't need to wait to March 8 to display the new poster. The DOL says you can start using the new poster immediately, or you may still use the old FMLA poster through March 7, 2013.

Military Leave. The military-related FMLA changes finalized in these regulations and new poster would provide families of eligible veterans with the same job-protected FMLA leave now available to families of military service members. It would also allow more military families to take leave for activities that arise when a service member is deployed. Specifically, the FMLA regulations say:

  • Eligible employees with a spouse, son, daughter or parent on active duty (or call to active duty status) in the National Guard or Reserves in support of a military operation can use their 12-week FMLA entitlement to attend certain military events, arrange for alternative childcare, address certain financial and legal arrangements, attend certain counseling sessions, and attend post-deployment reintegration briefings.
  • Eligible employees can take up to 26 weeks of leave to care for someone who is a current member of the Armed Forces, including a member of the National Guard or Reserves, who has a serious injury or illness incurred in the line of duty on active duty that may render the servicemember medically unfit to perform his or her duties.
The final regulations on military leave did include a handful of minor differences from the 2008 regulations. The DOL issued a side-by-side comparison of the changes. Plus, the agency issued three new forms that employers can use to certify employees' use of military-related leave:

One final thought ... If employers were looking for any good news in this DOL announcement, they didn't find it.

The DOL took the opportunity of the FMLA's 20th birthday to tout the law's remarkable success, saying employers' administration of the law "has achieved a level of stability." But many employers would argue differently.

"Compliance with the regulatory scheme of the FMLA remains a challenge for employers," says Al Robinson, a former administrator of the DOL's Wage & Hour division, now an attorney with Ogletree Deakins in Washington, D.C. "This final rule does little to address the administrative burdens caused by the FMLA regulations."

Putting malaria on the SHELPH

Experts have disabled a unique member of the signalling proteins which are essential for the development of the malaria parasite. They have produced a mutant lacking the ancient bacterial Shewanella-like protein phosphatase known as SHLP1 (pronounced shelph). This mutant is unable to complete its complex life cycle and is arrested in its development in the mosquito. The discovery could help in the design of new drugs to arrest the spread of this killer disease.

SHLP1is critical to the cellular development of the malaria parasite. It can be found at every stage in the lifecycle of the malaria parasite and for the first time experts led by The University of Nottingham have analysed their biological function.

Dr Rita Tewari and her team in the Centre for Genetics and Genomics in the School of Biology have spent three years studying the phosphatase proteins that are important building blocks in the life cycle of the malaria parasite. The findings of their latest study are published today, 21 February 2013, in the academic journal Cell Reports.

Dr Tewari said: "SHLP1 is absent in humans and can be explored as an excellent target for malaria transmission control. Prevention of malaria transmission to and from the mosquito is vital in order to stop the devastating spread of malaria. Targeting SHLP1 could be an important step to achieve this goal."

Although great strides have been made in reducing the number of deaths from malaria, half the world's population remains at risk from the disease. In 2010 90 per cent of all malaria deaths occurred in Africa ? mostly among children under the age of five.

Dr Tewari's latest research has focused on the ancient bacterial Shewanella-like protein phosphatase (SHLP1) which is found only in bacteria, fungi, protists (organisms which paved the way for the evolution of early plants, animals and fungi) and plants.

The researchers, funded by the MRC and the Wellcome Trust, have discovered how SHLP1 controls development of the parasite at an essential stage of its life cycle. The parasite must move between human and mosquito in its quest to spread the disease. It does this every time the mosquito bites. Removing this enzyme causes defects in structures vital for invading the mosquito gut ? effectively stopping the mosquito from passing the disease on to another victim.

As a result, the site has moved its operations to servers in Spain and Norway hosted by Pirate Parties there, saying it's had a contingency plan in place for awhile to do so. Anway, if the embattled site has to keep criss-crossing the seas while fighting legal battles to stay afloat, it might make for another good documentary.
